case 580c wont shut down.

Hello all and thanks for letting me join! Just did some horse trading for a backhoe, 1974 case 580c the problem is it starts and runs good but pulling the cable will not shut it down?? arm on pump looks to be moving full stroke. Tractor has been setting a couple years. thanks
